Unable to connect to Terminal Server remotely

I have a few clients that connect to our network via VPN
and when they try to connect to the terminal server the
get "The client could not connect to Terminal Server. The
server may be too busy. Please try connecting later." I
have looked in the knowledge base and did all they
suggested and still no luck.

When they are in and connected to the VPN, can they ping
the terminal server?

Can they telnet to port 3389 of the terminal server when
in the VPN?

Some can ping the terminal server and some can't. No, they
cannot telnet to port 3389. The cursor just sits there and
does nothing.
