Unable to Boot Normally because Win-XP Hangs Up

I have some boot problems with a Dell Dimension 4300 with cable Internet
connection.

… Hard drive was reformatted in January.
… Windows XP-Home with Service Pack 2 installed.
… BIOS: Dell A02
… No special software except Office, Norton Security Center and Quicken 2004
… The PC is clean. No spyware or viruses detected.
… Windows has been updated.

1. The following statement was true WHEN the PC booted normally. (Not now.)
When switching from one user (Barbara) to the other (Dan), the PC monitor
goes black and the PC shuts down. Barbara is an Admin user. The other user
Dan (Limited) has been deleted. So has Nikki (the other limited user).
Barbara has no explanation for why they were deleted, which was recent.
2. Unable to boot to normal mode. The XP progress meter makes about three
loops and then freezes. This serious problem has been going on for a week
3. Able to boot to safe mode and perform most tasks. Ran Microsoft Anti
Spyware and Norton AV. Backed up data files to USB device.
4. From Safe Mode: Ran System Restore back two weeks. Had no effect on reboot.
5. From Safe Mode: Inserted Windows Restore and tried Repair with no
apparent effect. No CD sound, blinking lights, or progress meter

QUESTIONS:

1. Is this a boot up problem or corrupted Windows?
2. Any good advice?

Hasn't the A02 BIOS been replaced at least a couple of times?

Yes, the BIOS could be upgraded, but this is the one that came with the PC
and Windows XP Home. There is no need to upgrade IMHO. If you believe
otherwise, make your case.

Take Nikki and Barbara out for lunch, on different days.
