Unable to block websites w/ IE6

Using Windows 2000 & IE6 w/ service pack 1 or greater installed.
I tried to block a certain website using:
Tools>Internet Options>Security>Restricted Sites>

I did this under the Administrator account.
However if I log in as any other user than I can go to all the restricted
sites. How do I make site restriction work?

To block a site add a line to your HOSTS file like this:

127.0.0.1 <URL of site>

This is the HOSTS (with no extension) file. It's location depends on your
Windows version and it may be a hidden file. It is not Hosts.sam
