Unable to access Windows Updates Page

I have been working with a machine all day that cannot access the Windows
Download page.

When trying to install Windows Updates the pc just sits at the "Checking to
see if you if your computer has the latest version of Windows Update Software"

I have tried the following to resolve the problem.
-Deleted cookies and all temp internet files
-Restarted PC
-Verified that Windows Installer was the most recent and up to date.
-Verified that the latest Windows Scripting Host Package was installed.
-Ran a repair on IE 6 to restore all settings to defaults.
-Installed IE 7 hoping to resolve problem.
-Scanned pc with Spybot and removed all threats.

After all the above work we are still unable to install updates on this pc.

Thoughts?

Why are you so worried about the updates ? Just turn on Automatic updates and
let it run that way.

Hi Keith,
Open the Run Command and ytpe the following in the input box:
regsvr32 Wuaueng.dll
regsvr32 wups.ll
regsvr32 wups2.dll
regsvr32 inetcomm.dll
regsvr32 ati.dll
regsvr32 wuapi.dll
regsvr32 wuctui.dll
regsvr32 wuweb.dll
regssvr32 Actxprxy.dll
Please note type one command at a time and click [OK] then you will receive
a successful message or a failure.
Also note the space between the Regsvr32_wueb.dll for ex.
