Unable to access Internet Options

While in my IE6.0 browser i click on tools then internet
options says "This operations has been cancelled due to
restrictions in affect on this computer,please contact
your administrator"

Well i have admin rights....
tried everything i know to get rid of this.
Also, I can go to control panel/internet options and it
opens fine there.

You probably installed anti-spyware and enabled the option to disable this
function (but which disables it only within the browser). All it did was
set a policy setting the same way you could do it using the Group Policy
Editor (gpedit.msc). Open gpedit and look under the following tree node:

User Configuration
Administrative Templates
Windows Components
Internet Explorer
Internet Control Panel

If you use Spybot S&D, open Spybot in Advanced mode and check the Immunize
settings. You may have placed this restriction inadvertently.

If not ... go to Dealing with Unwanted Spyware and Parasites:

"Various Registry Fixes"

Next (same page) check for parasites and other malware which may have caused
this, if Spybot didn't.
