I would suspect the video card. make sure that the card
supports this feature, that all cables are plugged in
properly, that is to say that each cable is plugged into
the proper in and out ports, that the T.V. in question
supports video in from a computer, and finally make sure
that you have the latest drivers installed for both your
video card and the chipset on the motherboard. this last
problem can cause serious problems for the video card, if
for example, your mother board has a Via chipset you can
download Via's four in one driver from their website.
otherwise if the video card displays PC games and other
content on a normal PC monitor correctly then this would
not be the problem.
