Turn Off Popup Help In Windows XP

Here are two ways to disable balloon tips ...

1) Copy these lines to a file named "disable balloon tips.reg", then run it.

Windows Registry Editor Version 5.00

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanc
ed]

"EnableBalloonTips"=dword:00000000

2) Navigate to the citation using Regedit and change the DWORD to 0. Be
certain you know what you are doing before you ever use Regedit, and always
export the entire file prior to making any changes so you have a means of
undoing any changes.

How do I turn off the popup help, not the pop hints when you mouse
over something, but Help/Support center that starts a browser window
when your mouse hovers over an icon, or item too long. I can't seem
to find anything in the control panel to turn it off.
