Enable Application Popup Balloon

I would like to enable the Popup balloon in WinXpe SP2.
I have some application writing to network disk. When the network connection
disconnects for some reason, I get a message "Windows -Delayed write Failed"
while in XP Pro I get the same message in small yellow balloon on the task
bar. I can disable the message totally by setting ErrorMode registry to 2
but I do want to get it.
How can I force windows to show the message with the balloon instead of
message box?

Setting
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced\EnableBalloonTips
to 1 doesn't help.
