turn off email announcer

I need to turn off the announcer that tells me when I have new mail. I
looked up help and it points me to an item under Tools called Email
Announcer. I don't have this in my toolbars. I have my audio notification
turned off so really I shouldn't hear anything but this guy won't go away!
Anyone know how to turn off this annoying announcer guy or how to find the
tool? It's not under my Toolbars options either. It's been this way since
day 1 and no one else in my office has it.

Do you have a Toshiba PC? There should be something called "Toshiba Voice"
or similar on your PC that controls it. Look in Control Panel or in the
Start menu.

I do have Toshiba laptop (Satellite Tablet) but I'm not seeing a control
called Toshiba Voice. Under Control Panel/Sounds there is a Voice tab but
that controls audio recording/playback. I did change the sound notification
under Program Events (in the Sounds section) but no luck. This man's voice
still announces when I have email even with it set to not play a sound.
Any other direction I can go in here? It's driving me crazy.

Look in the Toshiba Tools rather than Windows.
