TS issues more than 1 license per device

We have win 2003 server runing terminal services with 190 TS Device CAL
license.
With citrix metaframe xp 1.0 with 90 concurrent license.
We have 155 thin clients.

Our problem is more than 1 license is issued for each device.

For Example.

We have a thin client named TC-111. 8 licenses are issued for this
device.likewise every device is issued more than 1 license.
Right now we use only 25 terminals.
But our 190 device CAL is exhausted no new device is able to connect.

My purchased license type and configured license type is same.
What could be the proble?

Sounds like you need to upgrade the firmware on the thin clients.
