Troubleshooting Encrypted File System

Im trying to encrypt a folder, but the option "encrypt contents to secure
data" is disabled (gray).
My file system is NTFS, I have administrator profile user, the folder is not
compressed. Even though its an ordinary new folder when I uncheck the
read-only box and hit OK, when I open the properties window again its checked
again (is this normal? is this the problem?) HELP!

XP Home or Pro? EFS is not enabled in Home. Read only on folders is ignored
by Winodws and it normally shows a green tick beside it. It can't be changed
from Explorer. It can be changed with the attrib command.

Operating System version/type/SP level?
