Trouble with unwanted folders

Hello :)

Earlier this year, I got a 250G external USB hard drive to use only for
storage space. I thought that it would be just like the 128M USB flash stick
I used to use, just nearly 2,000 times bigger. WinXP Pro has put two folders
on the external drive's parent directory (if it's called that). They are
E:\RECYCLER and E:\System Volume Information. Being as this external HD is
only for storage space, I do not want those folders there. But trying to
delete both, even in safe mode, gets that "write protected or in use"
message. Trying to access one gets "E:\System Volume Information is not
available. Access is denied."

How do I get rid of those unwanted folders that were not there when I got
the external HD?

How did they get there to start with? My WinXP Pro laptop has never tried
to do that with other storage media, such as the above mentioned 128M flash
stick or a 1.44 3.5" floppy (I just dated my laptop with that last one)

System Volume Information
Right-click "My Computer", Properties, "System Restore" tab, click your E drive, click the
"Settings" button and check the box, Turn off System Restore on this drive", OK, Apply, OK.

Recycler
On the desktop, right-click the Recycle Bin, Properties, Global tab, check "Configure drives
independently". Click the E drive tab and move the slider to 0%, Apply, OK
