Trojan Dialer

I had what was called Trojan Horse Dialer 17m and I use AVG and did the
system restore but....I cannot get online now. It keeps saying I am not
connected to the internet but I am because I grabbed my sons computer and it
works.
When I used AVG I put the virus in vault, undid SR and when I go on computer
firsat thing it does is gives me RUNDL>DLL or something like that and it
says...NEWDOT~2.DLL is missing.
Do I need to uninstall windows and reinstall it?
