Transport Provider?

I tried to write an email to someone privately regarding a newsgroup post,
and I think it attempted to do so through Outlook, not Outlook Express. I
got the following message:

The following recipient(s) could not be reached:

'xxxxx.xxx' on 9/19/05 2:11 AM
No transport provider was available for delivery to this
recipient.

Question:

1. How do I set up a "transport provider" for Outlook?
