transferring files

hi I was wondering if there's any way to transfer the settings from another
user on the same computer. for example, i have a user on my computer with all
of my settings and start up menu and desktop and everything but due to
something strange that my father did, i can't access taht account anymore.
all the files and everything i need are still there, but i would like to
transfer everything i had from that account onto the one that i'm using now
is that possible?

If you 'cannot access it' - it's probably better to leave the settings part
alone and just copy the files/favorites/desktop/start menu and move on. You
may have to 'take ownership'...
