transfer data using vb.net, vb6 or vba

I want to transfer data from a users laptop to a central
server. For example, a foreman on a construction site
has created a timecard and needs to transfer it to a
central database for loading into payroll. Previously,
pcanywhere was used, but now foremen are using cell
phones, which cause pcanywhere to vomit.

There should be a way to directly dial into the computer,
get userid/password authentication, and then transfer
data back and forth.

I would think that some sort of automation exists to call
a network places definition for the modem, then transfer
the data.

Any suggestions??

why not use a web site only the company has access to for payroll?
You mentioned cell phones being used, is this a voice recognition system
where employees call in their hours?

Mike: thanks for the reply

The company has declared that the internet is 'Not An
Option'. they are too afraid of worms/viruses and other
debris entering their network via the internet.
Right/wrong or indifferent, that's the requirements.

Cell phone's are being used from the modem of the
laptop. Laptop is to dial in and scripts are setup to
transfer the data.
