Tooltips showing behind system tray

The tooltips for all the apps in the system tray do not show up in front,
but behind the system tray. I'm assuming that one of the programs I
installed must have made a registry change of some sort that did this. Can
anyone help me out so that the tool tips for apps in the system tray show in
front of it instead of behind it? It's hard to see things like how much
battery life I have on the battery meter.

Cancel that request. I repaired it by...
1. Going to the Start Menu properties
2. Clicking on Taskbar
3. Unchecked 'Keep the taskbar on top of other windows'. Then clicked on
Apply.
4. Unchecked 'Keep the taskbar on top of other windows'. Then clicked on
Apply.

Worked
