Tools missing from the Toolbar

The 'Tools' menu is missing from the toolbar in Outlook 2003. How can I get
it back? I have tried resetting the toolbars but it didn't help.

Try doing a search on your computer for outcmd.dat. Once you find that
rename and re-open Outlook. if that doesn't work create a new profile via the
control panel.
