Toolbars wont undock

I alway use a custom toolbar on the left side of the screen in addition to
the taskbar on the bottum.

A while back windows stopped showing the custom toolbar and now also doesnt
allow me to undock the toolbars at all (I used to be able to create a loose
window, or an additionla bar)

Has anyone encountered this problem? And if so, does anyone know of a
solution?

I have already tried a lot of registry cleaning, value editing, active
desktop restoring etc, but I haven't found anything yet.
There are also no errors in the logfiles.

Nope thanks for the attempt though, ill try to find more registry related
fixes.
(after applying a registry fix I reboot the pc just to be safe)
Hopefully I can find a value that fixes everything.

So still nothing yet, perhaps I should just reinstall from scratch...

Nope sorry, still nothing.
I also searched the entire registry for any other 'Band' and Toolbar related
items to reset any restrictions.

Still nothing. Perhaps I should uninstall all the third party software,
there might be somthing causing an error via a dll beign loaded at start-up
or something.
