Toolbar problems

The toolbar at the top of IE shows icons for back, forward, etc., then on the
same line are the text options...file, edit, etc., and at the very end is the
http address.
I have already consulted the Help file. When the Help file comes up on the
computer, it has the top toolbar in th correct order. Help instructs that the
toolbar can be locked and unlocked. (It also shows an example.) However, my
IE does not have this option and the toolbar sections will not move using
drag and drop.
In the extreme upper right corner is the Windows flag and a tiny address
space.
I need to move the toolbar segments around and don't know how. I would
appreciate any help to resolve this problem. Thank you.

Have you tried right clicking a vacant area of the toolbar? You should be
presented with a popup menu that lists "Lock the Toolbar" as an option. It
should also have the option to Customize.

Heirloom, yes, I have tried clicking on the vacant area of the toolbar.
Lock/Unlock does not appear. I have also tried customizing. The options I am
present with allow me to choose the icons I want. ie,home, search, favorites,
etc.
However, the strangest thing has happened since I posted. All of the pages I
have opened are using the page layout I have been trying to reinstate.
Thank you for your help. If the toolbar changes again, I'll be back!
