Toolbar doesn't allow reply, forward or new messages

I am receiving new messages, but can't reply, forward or create new messages.
Toolbar stays dark.

What version? Did you activate it? Did you try restarting Outlook or
rebooting?

With Outlook closed, delete the (hidden) file
%AppData%\Microsoft\Outlook\outcmd.dat and see if that helps.
