To foil phishing, outlook can compare the text of a link in an em.

I receive phishing scams several times a month. Just by hovering over the
link in the email (which might say PayPal.com or CitiBank.com), I can see
that it is going to another location. I should think it would be easy for
Outlook to detect this type of situation by doing a lookup on the web site
(www.paypal.conm), comparing to the URL embedded in the link, and popping up
a warning message to the user.

Some antispam programs do just that - but it requires a lot more bandwidth.
If you don;t plan on opening the message anyway, it's unnecessary.
