how can I forward an email without Outlook downloading graphics?

When forwarding an email with embedded html Outlook gives a warning that it
must download content from another server (presumably the server with the
images the html code points to). This could reveal info if the email I
forward is phishing. However, if I want to ask, say Paypal, if the email is
genuine, or if I want to report it, then I need to forward it with the source
intact. How can I forward an email with embedded html without Outlook
downloading and converting the embedded graphics--I just want to forward the
source just as it came to me. I don't want Outlook to go to the internet to
resolve the html references.

I unchecked the box under tools/options/mail format/internet format/ "When
an html message contains pictures located on the internet, send a copy o fthe
pictures instead of a reference to their location" but Outlook still asks me
whether I want to download the material when I forward such an email.

You won't alter the source by downloading the images.
If you like you could try to attach the email as an item. I'm not sure if
that downloads graphics or not - I don't think it does.
