*.tmp file delete

There are a lot of msgs on deleting temp internet files/folders. But what
about all the *.tmp files that are from games, programs, old windows driver
folders, etc. Files like old8.tmp in the windows\system32 folder (2 years
old), or msdownld.tmp. Are all *.tmp files safe to delete? Am I correct in
that if needed a program will recreate a temp folder/file?

You are correct, they are safe to delete as well as many others.
You should reboot just before deleting them to be sure they are not in
use:

I do have another question - What about all the *.bak files that windows and
other programs generate? Are they safe to delete as well? May utilities list
these as "junk" files.

..BAK files can be safely deleted.
