Temporary Files + .bin...What program is responsible?

Windows XP SP3...Microsoft Office Word 2003

I am totally puzzled by the temporary files I find in my Temp folder on
a daily basis. Here is a copy of what I found in this folder today:

Arabic.bin - 21 KB BIN File 3/7/2009 8:10 AM
Czech.bin - 24 KB BIN File 3/7/2009 8:10 AM
Danish.bin - 23 KB BIN File 3/7/2009 8:10 AM

ETC to cover a total of 25 such .bin items--all 20 plus KB in size.
Also included in this listing are the following:

WPDNSE - File Folder 3/7/2009 8:10 AM
~DF25AA.tmp - 80 KB TMP File 3/6/2009 7:13 AM
~DF148.tmp - 80 TMP File 3/7/2009 8:10 AM
~DF194.tmp - 80 KB TMP File 3/6/2009 10:19 AM
~DF2693.tmp - 304 KB TMP File 3/6/2009 7:23 AM
~DFFC96.tmp - 304 KB TMP File 3/7/2009 8:20 AM

I can remove these files from the temp folder with the exception of
three ~DF---.tmp files. It seems that the ~DF temp files are newly
generated every day, and I am only able to remove the old files from the
previous day. I also know that the nscopy.tmp and nsmail.eml files are
associated with my SeaMonkey browser that I occasionally use. I,
however, have no idea what program(s) are causing the remainder of these
files to appear in my temp folder. One more piece of information...it
seems that files more that one day old will eventually be removed from
the TEMP Folder and appear in the Recycle Bin.

Now for my question---what program is responsible for placing these
files in the TEMP folder and is it something that can be, or should be,
changed via settings someplace. I don't think this load of files in the
TEMP folder is causing any problems...but is is annoying.

They are probably files generated by your antivirus program or some other
program starting at boot and running in the background.

Start : Run... :
Notepad "%Temp%\English.bin"

Is the contents readable text? If so, does it say things about
Audio Configuration in the beginning?
(Either way, close Notepad without changing anything)

If it was about Audio Configuration, do you have Realtek Audio?
If so you need to stop "RtHDCpl.exe" from running from the
Run-key in the Registry. Unfortunately i didn't find any way to
do it from within Realteks Control Panel entry like there ought
to be.

Doing the above stopped the creation of the 25 *.bin files for me
and seems to have no negative side-effects that i noticed. For
example, i still have the Control Panel item "Realtek HD Sound
Effect Manager" and working sound.

Bin files are usually binary. As they seem to be with languages. What
Keyboard languages do you have installed? Go to regional settings in control
panel & see. Do they correspond to the bin files found in the temp folder?

Bin files are usually binary.

Are you asking me or the OP?
The 25 *.bin files corresponds to the 25 languages in the
dropdown-list one can see in the (for me 'MSI'-branded) 'Realtek
Sound Control Panel' The dropdown-list also has an 'Auto' entry.
(Open the Realtek Audio Control Panel, click on the 'i' button to
get the 'about'-window where there are also two more options:
'Language' and 'Show icon in System Tray'

Having either English or Auto selected doesn't prevent the
creation of the 25 files in %Temp%.

I wrote that deleting "RtHDCpl.exe" from the run-key seems to
have no negative side-effects that i noticed, and while i stand
by that, when now playing around with it i see that displaying
the Realtek icon in the Notification Tray (to get access to a few
shortcuts easily launched their normal ways) doesn't happen. (No
loss in my opinion.)

Looking at the installed audio software from MSI/Realtek, i see
that if the sound is not /High_Definition/ the entry in the
Run-key to delete will probably be "RtlCpl.exe" instead of
"RtHDCpl.exe". The number of *.bin files created should be 16 and
25 respectively for the versions i have and can of course differ
for other versions of this software.

Now, checking this out, i found a a reg-entry (a DWord
'ExtractLang' set to '1' under HKCU\Software\Realtek\InitAP\ )
that might regulate the creation of these files. I haven't found
a place in the (MSI)Realteks GUI-software to manage this setting
and unfortunately after setting its value to '0' manually, on
reboot it has reverted to '1'.



Oh, and by the way, i have one Input Language (En-us) and two
Keyboard Layout/IME's installed. (The KL/IME's are, #1 (set as
default) the /localized/ one for the language people speak and
write around here and #2 the 'US' one for use with /special/
software.)
