Title bar missing?

When I open Excel the whole title bar is missing from the
top of the screen. I'm not talking about a toolbar, I'm
talking about the title bar -- where it usually
says "Microsoft Excel - Workbook 1" -- and where it
usually has the minimize, maximize, and close buttons in
the upper right hand corner; the whole thing is just
missing. This only happens in Excel -- all normal Windows
windows are fine, all other Office apps are fine, it's
just missing in Excel. I didn't even know there was a way
to turn it off! Can anyone please tell me how to get the
title bar back? Thank you!

First, maybe you're looking at xl in full screen mode:

Can you see one toolbar that has View on it?

If yes, click on View, then click Full Screen (it's a toggle--so if it changed
it to the wrong way, just toggle it back.)

If that's not it, try rightclicking on the excel icon on the windows task bar
(usually at the bottom).

Select move and then use the arrow keys to nudge it down to make the title bar
visible. Then hit enter. Resize it the way you like then.

(Does Rightclicking on the icon in the taskbar, selecting Maximize make it look
ok?)
