Timing out waiting for a response from the receiving (POP) server.

I'm running Outlook 2003, w/SP2, on an hp Pavillion ze4610us, with Norton
Antivirus, over a PacBell DSL line. My Outlook program will not send or
recieve mail. I receive the following error message when I try to
send/receive: Task 'ISP' - Receiving' reported error (0x8004210A) : 'The
operation timed out waiting for a response from the receiving (POP) server.
If you continue to receive this message, contact your server administrator or
Internet service provider (ISP).'

All my settings are correct, but when the Test Account Settings feature is
used, I receive the following two error messages: "Send test e-mail message:
The specified server was found but there was no response from the server.
Please verify that the port and SSL information is correct. To access these
settings close this dialog, then click More Settings and click on the
Advanced Tab." & "Log on to incoming mail server (POP3): The specified server
was found but there was no response from the server. Please verify that the
port and SSL information is correct. To access these settings close this
dialog, then click More Settings and click on the Advanced Tab."

Outlook was responding fine last week. All of a sudden, this error started
happening. I've increased the timeout feature to 3 minutes (was working fine
before on 1 minute). Still no improvement. Any suggestions

Did NAV update itself between then and now?
