Time Server for the domain

I have a w2k environment, and 25 DC's worldwide. I was under the impression
the the PDC emulator was the designated time server for the domain. I have
checked to see where my clients are getting their time form, and it is not
comming form the PDC emulator. Can anyone eleborate on this. I need to be
able to have my PDC emulator serve the time.

Time server for other DCs. Clients and regular servers get their
time update from the authenticating DC by default.

Clients will get their time from authenticating DC's.
The DC's will get their time from the PDC emulator of the domain.
If it's a child domain, then that PDC emulator will get its time from DC's
or the PDC emulator in the parent domain, on up until you hit the root
domain.
The root domain PDC emulator should be set to sync with some reliable
external time source.
