How do I disable an user for accessing the Time and Date
properties and Control panel on a windows 2000
workstation. The computer is not part of a domain. Thanks

Try this:
Create local security policy (gpedit.msc)
Configure the following parameter:
User Configuration -> Administrative Templates -> Control
Panel -> Hide Specified Control Panel Applets

Add those applets which you want to hide from your users
(specifically Date and Time one)
