Can runas be used in the guest account?

Hi,
I've done some tests on this, and as others have suggested (thanks pegasus!)
it would appear that runas is disabled on a Windows 2000 guest account.

I have made it work on a Windows 2000 machine which wasn't up to date with
service packs, (it's not part of any network, either...) but it definitely
won't work on an up to date machine. I can make it work on a regular account,
but not "guest"; I keep getting "access denied" errors.

Is there any way for me to change this default behaviour when logged in as
guest?
