"thread-topic" and "subject" are different

I've noticed that in a scenario where person A send a message to person B,
the thread-topic and subject are the same as expected. however when person B
then changes the message subject then forward the e-mail to Person C, the
thread-topic and subject are now different.

Any way to modify "thread-topic" of a message, short of cut-and-paste
message content into a brand-new message?

The ConversationTopic property is set on the first item of the thread. If
subject is later changed that does not affect ConversationTopic.
