Things are getting strange

On occasion the machine boots up and the mouse won't work. Sometimes the
keyboard won't work after boot. Sometimes I have a black screen after boot.
Norton is always kept up-to-date. This is a stand alone PC with cable
Internet. I found this in the event viewer:

Start | Run | Type: ncpa.cpl | OK |
Right click Your Connection | Properties |General tab |
Install button | Highlight: Service | Add button |
Highlight: File and Printer Sharing for Microsoft Networks | OK |
