Themes Setup on new Profile

How do I stop the Themes Setup process on a new user profile creation? I am
trying to change the background from bliss to none, and everytime a new user
logs on the themes setup changes it to bliss!

Registry? This shouldn't be that hard!

net stop themes

at a cmd prompt (or in a startup shortcut) should stop the Themes service
from running for the current session. This will remove most of the frivolity,
and speed things up quite a bit.

To determine which styles are applied to a new account, create a Default
User profile.
