My theme always reverts to Modified after a reboot

I'm using Windows XP Professional (no service packs). When I change my theme
to "Windows XP", the desktop changes to Bliss after I click on "apply".
But after I reboot the computer, the Windows XP theme is showns for about 15
seconds after the desktop appears, but then the desktop background turns
black and when I check the display properties the theme has been changed to
"Modified Theme". I can't seem to get the "Windows XP" theme that I have
selected to stay.
Can anybody help with this problem?

1- With no service packs you are dangerously exposed to attack!

2- If you have security software - which seems futile for an unpatched
system - it may be preventing you from changing your theme.

I have not loaded the complete Service Pack but I have loaded several hotfixes.
I am using Spybot Search and Destroy which checks for spyware and adware,
but I tried disabling the resident security tools temporarily, and the same
thing happens. The system reboots with the Windows XP theme for about fifteen
seconds, and then goes to a black background and the theme reverts to
Modified Theme.

I have never gone into the Accessibility Options, so that can't be it.
I made the changes to the desktop theme by right-clicking on the desktop,
and going to Properties.

Thanks, but I've already tried clicking on Save As, and created a new theme
simply entitled XP, but the saved XP theme still shows for only fifteen
seconds after I reboot and then the theme still reverts to a black background
and
"Modified Theme"

Considering how weak your protection is against malware, I wouldn't be
surprised if your computer was infected.

I have recently run a complete scan with Spybot search and destroy that
scanned for over 350,000 bots so I don't think I am infected.

Thank you Shenan.
I scanned with Malwarebytes and it found and removed 7 instances of Malware.
I scanned with Superantispyware and it found and removed 90 tracking cookies
and 1 trojan.

I then changed my theme to Windows XP, applied the change, then rebooted.
After logging on, the Windows XP Bliss background was shown for about 15
seconds, after which the background reverted to all black and the name of the
theme reverted to Modified Theme.

I was hoping your two scanners would help, but I still have the problem of
losing my theme after a reboot.
