the taskbar and icons on the desk top are missing how do you bring them back

the taskbar and icons on the desk top are missing how do
you bring them back. what caused them to go away. even in
safe mode and using the admin log in they it all gone. on
the users the desktop back ground is displayed.

at this point i'm unable to launch anything. from and
user.

childs friend was over and some how got us to this
point....lol

Are you able to use Restore to put things back to rights? Start \
Programs\ Accessories \ System Tools \ system restore

OR

Windows Key R
type "restore" (no quotes)
Enter
This should bring up a folder listing where you'll see rstrui.exe.
Click on it to bring up Restore.
