Icons & Start button

I have an XP machine that froze up while shutting down yesterday afternoon.
This morning it came back up, allowed the user to sign on, but when the
desktop came up the program icons and start button were missing. In fact
there was nothing on the desktop at all. I tried to right click the desktop,
but that doesn't work. I tried booting into safe mode, all I got was a black
screen. After doing ctrl/ alt/ delete to get to the task manager, I saw that
the cpu usage was 100% and that explorer.exe was using 99%. At one point the
screen blinked, and all the icons were back and working just fine, but 5-10
minutes later the screen blinked again and they were gone. Any ideas??
