Why the security on tools bar of frontpage 200 being blocked, and
became dimmed, and unacceible for me to apply for security permissions.

That feature is not available in your local web. You must open the
live/remote web via FrontPage.

If it's still greyed out, your host doesn't allow it. Many don't.
