The procedure entry point StrTokEx . . MSOERT2.dll

After having 'upgrade' Windows 2kPro to rid a problem with
corrupt O/S files, I now receive the message OUTLOOK.EXE -
Entry Point Not Found - The procedure entry point StrTokEx
could not be located in the dynamic link library
MSOERT2.dll.

Any suggestions on how to rid this message? It occurs any
time any user opens Outlook on this computer.
