It depends, which computer are you using?

Here's how you handle this situation.

1. On the bad computer, disable all devices except the one to connect to the
network.
2. Stop all services you don't need (NOT OS RELATED), personal firewalls,
IDS, RTAV, etc.
3. Inspect HKLM\Software\Microsoft\Windows\CurrentVersion\Run in the
registry to see what is listed.
4. You might want to run HiJackThis or SpyBot on your system to look for
spyware.
5. Type: netstat -an from the command line to see what foreign connections
are currently being made to your computer.

Once you have eliminated any external threats and possible interference, and
you have the system to a minimum, you need to see what is failing and what
is working. That will tell you where to go from there.

If you can ping a local device by IP but not my name, you have a naming
issue. This generally points to a DNS issue.
If you can also ping by name but you cannot connect to a local device by a
NetBIOS share, then you must check those settings:
Microsoft Networking
File and Printer Sharing
NetBIOS over TCP/IP enabled
LMHOSTS not redirecting a name to a different IP

If all of that works then you need to make sure you have username/password
settings correct between both peers.
You also need to check authentication access at the share and file system
levels.
99 times out of 100, you will find the problem within that investigation.
