Page cannot be displayed?

On my other computer, the page cannot be displayed message keeps coming up.
If i try to search things in the top right, it just says 'an error occured'.
If i enter things into the adress bar, the 'page cannot be displayed'
My internet connection is fine.
It turns out that my system restore wasn't turned on and i didn't have any
restore points since the problem started.
I've tried all if this (http://support.microsoft.com/kb/956196) and it
hasn't worked.
By the way, I'm using IE8.

Anyone have any ideas/solutions? please respond as soon as possible.

Ok, I'm not the BEST with computers, so I didn't get the ping bit. I typed
the thing up into command but another menu just came up.

Also, my IP is (192.168.0.20). What does this mean and what does WAN mean?

Thirdly, if you read my message properly, i can't type anything into the
address bar without 'page cannot be displayed' coming up.

What happens with IE8 when you reboot the system into "Safe Mode" with
networking?

192.168..... is reserved for LOCAL area networks. Your machine is identified
with the address "20"

WAN = Wide Area Network (as opposed to LAN = Local Area Network). WAN
usually includes the internet. Your WAN IP should look like something like
10.40.244.149.

Okay. Open a command prompt and type:

PING www.microsoft.com

What happens?

Then try:

TRACERT www.microsoft.com

What happens?

Given no additional information...

There is a very good chance that you are seeing the effects of a hijackware
infection!

NB: If you had no anti-virus application installed or the subscription had
expired *when the machine first got infected* and/or your subscription has
since expired and/or the machine's not been kept fully-patched at Windows
Update, don't waste your time with any of the below: Format & reinstall
Windows. A Repair Install will NOT help!

1. See if you can download/run the MSRT manually:
http://www.microsoft.com/security/malwareremove/default.mspx

NB: Run the FULL scan, not the QUICK scan! You may need to download the
MSRT on a non-infected machine, then transfer MRT.EXE to the infected
machine and rename it to SCAN.EXE before running it.

2. [WinXP ONLY!! =>] Run the Windows Live Safety Center's 'Protection' scan
(only!) in Safe Mode with Networking, if need be:

3. Run a /thorough/ check for hijackware, including posting requested logs
in an appropriate forum, not here.
