The Monday before the last Thursday

I have a recurring meeting on the last Thursday of each
month. There is a departmental meeting the preceeding
Monday to make sure everything is in order for the
Thursday meeting.

How can I schedule that recurring Monday meeting? The last
Monday of the month may come after the last Thursday, in
which case, we meet on the second last Monday.

I don't think there's any way to do this with Outlook alone. You might
want to look at a 3rd party add-in called WS:Repeat Appointment that
allows you to choose a more customized pattern for recurring
appointments. Details here:
