tga file thumbnails in Explorer

I have several systems running Windows XP Professional. One of the systems will not show thumbnails of tga image files in Windows Explorer or My Computer when set to "Thumbnails" view. It shows thumbnails of other image types, like bmp, jpg, tif, etc. The other systems show tga thumbnails correctly

How do I configure Windows to show thumbnails of tga files in the "Thumbnails" view of Explorer or My Computer?

Hello,

On the system that will show thumbnails of tga files, what program is
installed that can handle these files? For the thumbnails to show, a
program had to have been installed that can view tga files. Windows XP will
not view tga files itself. On the computers that do not show the
thumbnails, you'll need to install some software that will allow you to view
the tga file.

When you double-click on a tga file, what program opens to view the file?
