Text-to-speech in Windows applications

I am trying to find an SDK to implement a good quality Text-to-speech for
English and Spanish in .net 2.0 Windows applications.
It looks like that Microsoft Speech Application SDK 1.1 works only for Web
applications but not for Windows apps.

Advises and guidanace appriciated.

You can use the speech API from anything you like if you use the automation
wrappers.
