Terminal Service question

Dear,

I am running Windows 2000 Server SP4 as Terminal Service Application
Server mode. I found Terminal Services Configuration -> Environment. I can
set the users only run the application when login. But if I set these
option, administrator also run that application and I can't do any
administration job.
Can I only set one user to start that application only?

Thanks! I can put it in Script, but can't let the user close the application
then close the Remote desktop connection. Any idea?

if you specify an application to run for the user at startup (no explorer
shell) the remost session should end when the application terminates
