Terminal Server management rights

Hello,

I have a user who needs to reset/log off users off of
Terminal Server. They tend to log in via Terminal
server, open the TS manager and clear them from there.
However, they are using the administrator login which I'm
trying to stop.

They need to do this, which rights do they need to do
this.

Just assign the user the "full control" permission via Terminal Services Configuration -> Connections -> RDP-Tcp -> Properties

All the users logging in are logging into the domain not
locally
