TCPSVCS.EXE 100% CPU USAGE

Im assuming that this has something to do with my internet
connection (Cable Earthlink Road Runner). I just recently
reformatted my desktop and added a laptop to my network.
No one told me how to put my laptop on my LAN and have
file shareing ease. So i figured it out myself. Everything
was working excellently for about a week but now my
desktop crawls when it first starts. So i checked task
manager and it told me that the SYSTEM process:
tcpsvcs.exe was taking up 100% cpu usage. I ended the
process tree and the comp works perfect. I searched for
the program to delete but then found it in the
windows\system32 folder and decided to look for help.
While im on the point of task manager process' how do i
know what should be running (what i installed or system
installed) vs. what shouldn't be (spyware, crap i didnt
ask for, virus', svchostx2?, rundllx2?)?
