taskmanager disabled

I noticed that i have lost the ability to open my
taskmanager, it says that the taskmanager has been
disabled by the system administrator, and @ the same time
too the system restore does not function. I run a home pc
with win xp pro with sp1 installed. Hoping that i don't
have to reinstall, need help urgently, before this gets
worse....
