I may have misinterpreted your question, but:
To resize the taskbar, right-click on an empty area of it and from the
context menu that appears, un-tick the "Lock taskbar" option.
You can then "drag" the top of the taskbar up and down using the mouse
(hover the mouse over the top edge of the taskbar, and the mouse pointer
will change to a small up/down arrow - now drag) to the size you want.
You can also move the taskbar to another edge of the screen, according to
your personal preference - to do this, move the mouse over an empty area of
the taskbar and press and hold the left mouse button, then move the mouse to
the right hand/ left hand side, or top of the screen, and release the
button. When done, right-click on the taskbar again and re-tick the "lock
taskbar" option, to prevent you accidentally moving/sizing it in future.
