Taskbar not cooperating

My taskbar on my Desktop is not appearing in the normal way with the Start
button, open apps., and quick launch buttons across from left to right. Try
ing to fix it myself I now have three bars, the Start button is on the top
one, the quick launch buttons are on the one below it, and the when I leave
my cursor in the right area I get to the taskbar hidden behind these 2 which
contains open applications. Can someone help me to get back to a normal
view? Thanks
