"Lock the Taskbar" not working

This morning I changed my color scheme in Display Properties, and now the
Quck Launch on the taskbar has been resized to show only three icons and I
cannot change it.

I have right clicked on the taskbar and clicked on the Look the Taskbar and
it doesn't matter whether there is a check mark by it or not. I cannot get it
to change to show the handles to drag the Quick Launch. It does allow me to
resize the taskbar to one or more rows, but not to resize any of the toolbars
that can be shown.
